During the 1850's the town guard increased to 10 people who were paid $15 per month for their services. Two of the earliest guards were George Plummer and James Gray. Their duties required them to patrol the streets from 9 p.m. until daylight and every hour cry out "all is well" and give the current time in a loud voice. Failure to perform this duty or to clean and wash the street lamps on their beat once a month during the dark of the moon resulted in a fine of $1.00. By 1861 Charlotte's population had increased to 1500 people so it was necessary to add more guards and increase their hours from sunup to sundown.
