I think it is quite certain that the marriage occurred in Hitzerode. On the marriage certificate, right after the date it clearly says "in Hitzerode", "in" being the same in German and English ... before the names of the groom and bride. Frankershausen comes after Catherine's name. It was probably thought unnecessary to list Hitzerode after Johannes' name since that was where the ceremony took place. The fact that it comes before the couple is listed and that there is the preposition "in" leaves little doubt I think.
As for the witness.... "Vem" could be the contraction of von + dem = vem, meaning "of the" .... but I don't know what to make of the "Tare..." except that I think it is a T ... and the "Heuser" could be "Heuserl". I can't find anything in my dictionary that these words could be so probably they are proper nouns.
